James Snyder named Fleet Operations & Integration Operations Center Manager

Virginia Beach, VA - ICI Services announced today that James Snyder has been promoted to Operations Center Manager within the Systems Engineering Division. He will report to Vice President and Division General Manager Don Frahler and provide technical and management oversight to the Fleet Operations & Integration Operations Center, which includes the corporation’s work in support of SEA 21I, PEO Carriers and PMS 325.

Mr. Snyder joined ICI Services in October, 2014 to lead contracts in support of the NAVSEA Inactive Ships Program Office and PEO Carriers. He was also responsible for logistics support efforts for the Department of Homeland Security’s Customs and Border Protection and US Transportation Security Administration, and the Pentagon Force Protection Agency.

He has an MSE in Naval Architecture & Marine Engineering from the University of Michigan and a BSE in Civil Engineering from Duke University and is certified by the Harvard Kennedy School Executive Fellows Program. He holds a DAWIA Level III certificate in Program Management and Systems Engineering.  

Before joining ICI Services, Mr. Snyder served as a Senior Shipbuilding Consultant for ABS Consulting Group and a Senior Consultant for Crowley Maritime Corp & EIS Inc. He has also served as a Deputy Group Manager for Alion Science & Technology Corp, overseeing more than 300 employees supporting NAVSEA.

As a government employee, Mr. Snyder served as Deputy Program Manager for the US Coast Guard’s Acquisition Directorate, providing direction and strategic guidance to 12 Project Managers and Deputies on shipbuilding programs for the National Security Cutter, the Offshore Patrol Cutter, and the Fast Response Cutter. For NAVSEA, he served as Cost Group Director for the Amphibious and Auxiliary Ship Cost Engineering Group for programs that included LPD 17, LHA 6, SSC, JHSV, T-AKE, T-AGM 25 and MPFF-MLP, and was Project Manager for PMS 325 where he was responsible for small craft procurements and larger shipbuilding contracts for T-AGS 60 Class, AGOR 26 and T-AGOS 23.
