Mike McCarley
Mike McCarley is one of the founders of ICI Services Corporation and currently serves as Chief Executive Officer. He is also Vice Chairman of the company’s Board of Directors. In 2001, he expanded ICI’s business base from its initial focus on logistics to include engineering work for the U.S. Navy, and in 2015, he led ICI Services through the corporation’s transition to an employee-owned company via an Employee Stock Ownership Plan.
Before launching ICI Services Corporation in 1999, Mr. McCarley spent 10 years on active duty serving on amphibious and salvage ships with a final tour at the Naval Safety Center, where he developed an interest in systems safety engineering and naval ship design. Mr. McCarley spent the next 21 years in the civilian sector working in naval acquisition and ship design programs including DDG 51, LHD 1, LSD 41, MCM 1, MHC 51, AOE 6, AO 177 and CVN 76.
Mr. McCarley earned a Bachelor of Science in Business Administration in 1974 from The Ohio State University where he was a Naval Reserve Officer Training Corps midshipman and received his commission as an Unrestricted Line Officer in the U.S. Navy. As a Surface Warfare Officer, his active duty tours included USS Coronado (LPD 11), USS Florikan (ASR 9), COMPPHIBRON EIGHT and the Naval Safety Center. He has been an ICI Services Corporation Board Member since 1999.
Greg Bryant
Greg Bryant is the President of ICI Services Corporation. He joined the corporation in August 2017 as the Senior Vice President for Program Development, responsible for business development, and aligning products and services to support our customer’s highest priorities. Mr. Bryant has supported the Maritime Services' ship acquisition and sustainment programs for over 35 years. He became President in October of 2019.
Before joining ICI Services, Mr. Bryant spent a decade as Senior Group Vice President at Alion Science and Technology, providing ship design, acquisition management, test and evaluation, systems integration, logistics support, information technology, information assurance and cyber security services to the U.S. Navy, Marine Corps, DHS and international customers.
For Anteon Corporation, Mr. Bryant, managed teams supporting PEO Ships, USCG PEO Integrated Deepwater Systems, NSWC PHD (CEC), and a variety of test programs. For BAE Systems and Advanced Technology, he managed engineering and Live Fire Test & Evaluation support services for DDG 51, SSN 21 and Aegis Ship Design Managers program offices.
Mr. Bryant graduated from the U.S. Merchant Marine Academy in 1982 with a BS Marine Engineering and holds an Executive Management Certificate from Georgetown University McDonough School of Business. He joined ICI Services’ Corporation Board in 2018.
Kay Crider
Kay Crider is Vice President and Director of Finance and Accounting for ICI Services Corporation. She joined ICI in August 2017 as manager of the Accounting and Finance Department. Ms. Crider is responsible for the company’s general accounting, payroll, accounts payable and banking management. She has more than 19 years of accounting and finance experience, previously serving as Manager of Accounting for General Dynamics-NASSCO.
Ms. Crider earned a Master of Science in Accounting and Internal Audit from Kaplan University, where she also received her Bachelor of Science in Business Administration and an Associate of Applied Science in Paralegal Studies.
Joseph Shorter
Joseph Shorter joined ICI Services Corporation in October 2016 as Vice President and Director of Human Resources, with ancillary responsibilities as Director of Safety and Corporate Compliance. Mr. Shorter has over 20 years of management experience leading HR departments and teams in the Defense, Health Care and Government sectors. His prior roles in HR demonstrate a solid career progression including Chief Human Resources Officer (CHRO), HR Director and Manager. Mr. Shorter has also performed Director level roles in Employee Relations and Organizational Safety. The companies and organizations he has worked with include Mobil Oil, Apogee Solutions, UM Shore Regional Health, Wyoming Medical Center, and the Missouri Department of Corrections.
Mr. Shorter holds a Juris Doctorate degree from Regent University School of Law and a Bachelor of Arts degree in Business Administration, History, and Economics from the University of Virginia College at Wise. He holds certifications as a Senior Professional in Human Resources (SPHR) through the Human Resources Certification Institute, and Mediator of Workplace Disputes through the Justice Center of Atlanta. He is also a member of the American College of Healthcare Executives. Mr. Shorter is a proud U.S. Army Veteran of the 3rd Infantry Division (“Rock of the Marne”) and 2nd Armored Division (“Hell on Wheels”).
Kim Russell
Kim Russell is Vice President and Director of Contracts for ICI Services Corporation. She joined ICI in September 2016, leading a team of senior contract specialists responsible for cradle-to-grave contract administration, from pricing and contract negotiation through contract closeout. She also serves as the Corporate ITAR Officer. Ms. Russell has worked in Government contracting for more than two decades, previously serving as Vice President, Contract Administration for Valkyrie Enterprises in Virginia Beach and as a Contracts Manager for AMSEC LLC and SAIC.
Ms. Russell has extensive experience in procurement, revenue analysis and proposal development. She has developed project management training, spearheaded accounting system conversions, led ISO certification and compliance efforts, managed international contracting efforts, and supported mergers and acquisitions.
Ms. Russell is a graduate of Virginia Wesleyan College with a major in Humanities. She served as the Secretary of the National Contract Management Association’s Norfolk Chapter.
