David Bruce Lee to Lead ICI Services SUBMEPP Support

Virginia Beach –ICI Services Corporation announced today that David Bruce Lee has joined the corporation to serve as Program Manager for its prime contract supporting the Naval Sea System Command’s Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) independent field activity.

SUBMEPP is charged with keeping submarines and certain surface craft, such as Littoral Combat Ships (LCS), safe, reliable and affordable through life cycle maintenance and modernization products and services.

Mr. Lee will report to Technical Services Division Vice President and General Manager Kevin Lees and be responsible for leading all aspects of contract performance. He replaces Dave Herbein, a former SUBMEPP commanding officer, who is retiring after 30 years of active duty and 10 years of civilian support.

Mr. Lee has a Master’s degree in Education Development Technologies, a Bachelor’s in Environmental Management and Policy and 25 years of experience supporting the submarine community. Mr. Lee has been leading the critical Planned Maintenance System tasking on the SUBMEPP contract. He has also developed training systems for the Naval Education Training Command.

During his active duty career, Mr. Lee served as Command Master Chief of the Naval Submarine Support Center responsible for the logistics and maintenance support of 19 fast attack submarines. He was Chief of the Boat for the USS ALBUQUERQUE (SSN 706) and served on a team whose innovative efforts saved $1.5 million during the submarine’s Engineering Refueling Overhaul and subsequent sea trials. He also served on the Operations Staff of Command Submarine Group TWO, on the USS MEMPHIS (SSN 691) and at the Naval Submarine School, where he supervised 20 instructors and the design of new classrooms, including the Simulated Piloting and Navigation trainer.
