Don Frahler to Lead Systems Engineering Division

Virginia Beach, VA – ICI Services Corporation announced today that Donald A. Frahler has joined the company as Vice President and Division General Manager of the Systems Engineering Division.

ICI President and CEO Jay Harrison is very pleased with the addition of Mr. Frahler. “I have known Don a very long time and have always admired his professionalism as a Naval officer and Navy support services executive. He is just the right person to lead the Systems Engineering Division.”

Mr. Frahler came to ICI Services from Engility Corporation, which L-3 Communications Corporation spun off in July 2012, where he had been a vice president managing an organization providing $60 million in Navy technical services contracts. Those efforts included a 40-person organization providing construction support to NAVSEA for the LPD 17 Class amphibious ship program in Washington, DC, and on the Gulf Coast; a 50-person organization supporting DDG 51 Class destroyer ships trials that the company held for over 20 years; and over 100 persons supporting various contracts in support of NAWCWD China Lake, CA. Previously, he led an 80-person organization focused on ship construction and life-cycle maintenance for strategic sealift and mine warfare ships, as well as numerous other engineering, information technology and acquisition support efforts.

Mr. Frahler served as Chief of Staff and Deputy for Operations of the Military Sealift Command where he led six key divisions of the $2.4 billion agency: Engineering; Operations and Plans; Personnel; Communications; Logistics; and Congressional Liaison.

In addition to serving as the Commanding Officer of  USS MONOGAHELA (AO 178) and USS ENGAGE (MS0 431),  Mr. Frahler served as Chief, Navy Foreign Military Sales, supervising the marketing, contracting, shipping, delivery and installation of more than $200 million in annual military sales to the Royal Saudi Navy in Riyadh, Saudi Arabia. Mr. Frahler was appointed by President Clinton as Chairman of Defense Personnel Policies Subcommittee in reviewing the “Don’t Ask Don’t Tell” DoD Retention Policy and was Executive Assistant to the Deputy Undersecretary of the Navy and Ship Assignments and Washington Placement Officer for the Bureau of Naval Personnel.

Mr. Frahler is a 1972 graduate of the United States Naval Academy and earned a M.A. in National Resource Strategies from the Industrial College of the Armed Forces and an M.B.A. in Management from the University of Oklahoma.
