ICI Founder Mike McCarley Stepping Aside After 26 Years Leading Company

Virginia Beach - Dennis M. Mike McCarley, who founded ICI Services in 1999 with a few like-minded defense contractors, is stepping down from the companys Chief Executive Officer position but will remain with ICI as chair of the corporations board of directors.
Brian Kozlowski, also a founder of ICI, is taking on new duties as President for Corporate Operations. Greg Bryant, who joined the company in 2017, will remain ICI President for Line Operations.
Mr. McCarley has served in various leadership roles at ICI, including as President, Chief Executive Officer and Chairman of the Board of Directors. He earned a Bachelor of Science in Business Administration in 1974 from The Ohio State University where he was a Naval Reserve Officer Training Corps midshipman and received his commission as an Unrestricted Line Officer in the U.S. Navy.
Mr. McCarley spent 10 years on active duty as a Surface Warfare Officer, serving on amphibious and salvage ships including USS Coronado (LPD 11), USS Florikan (ASR 9) and COMPPHIBRON EIGHT. His final tour was at the Naval Safety Center, where he developed an interest in systems safety engineering and naval ship design.
He spent the next 21 years in the civilian sector supporting Naval Sea Systems Command working in naval acquisition and ship design programs including DDG 51, LHD 1, LSD 41, MCM 1, MHC 51, AOE 6, AO 177 and CVN 76.
Mr. McCarley and Mr. Kozlowski founded ICI Services in 1999 with the goal of delivering superior products and responsive service aligned to customers constrained budgets. In 2001, he expanded ICIs business base from its initial focus on logistics to include engineering work for the U.S. Navy. In 2015 Mr. McCarley and Mr. Kozlowski led the corporations transition to a 100% employee-owned company via an Employee Stock Ownership Plan.
Mr. Kozlowski earned a BS in Mechanical Engineering at Marquette University and worked 14 years at Naval Sea Systems Command as an Engineer and Ship Design Manager. He was a founder in ICI and served as a Division General Manager and as the Senior Vice President and Director of Business and Finance. After 20 years leading the companys corporate functions, he took a brief break and then joined JSL Technologies Inc. for three years as Vice President and later Director of Business Operations. He returned to ICI in May 2023 as Senior Vice President of Program Development.
