David Kunselman Promoted to Acquisition Management Division Manager

Virginia Beach - ICI Services Corporation announced today that David Kunselman has been promoted to Division Nine General Manager where he will oversee the Corporation's Acquisition Management contracts.
David joined the company in April 2025, as an Operations Center Manager and the Program Manager leading ICI's prime contract providing Budget and Financial Management Services to the Program Executive Office for Integrated Warfare Systems (PEO IWS).
David has more than 26 years of professional experience in US Navy financial management. Before retiring as US Navy Commander, David served as Chief Financial Officer for PEO IWS, where he managed an annual budget exceeding $7 billion. He has also served as an advisor on business system investment strategy for the Department of the Navy's Chief Management Office and, during his two decades of service in the US Navy, as Branch Head for Planning, Budget and Execution for OPNAV N4. David comes to ICI from TMB, where he served as Deputy Program Manager for Team Ships and as Financial Management Advisor for PMS 377.
He holds a military equivalent to an MBA, an MS in National Resource from the National Defense University, as well as a MA in History from the US Army Command and General Staff College and a BA in Economics from St. Mary's College of Maryland.

We will be supporting 12 Programs and the Principle Financial Officer (formerly the Chief Financial Officer), who are responsible for research, development, acquisition and sustainment of integrated warfare systems for the Navy's combatant fleet. David brings expertise across legacy PPBE processes and an understanding of the transformative changes being considered to speed up the delivery of systems to our warfighters. He will help ICI's BFM professionals anticipate our customer's needs to help achieve this goal."
